GEBCO: discoverer and year of discovery (en): Discoverer: Chinese research vessel "Dayang Yihao". Year of discovery: 1999. History: "Li Fa" means "formulating laws" in Chinese and is taken from the poetic lines “Sheng Ren Wei Guo Ye, Guan Su Li Fa Ze Zhi”. These lines belong to the poem book "Calculation of Land by School of Legalism", from the famous poet Lord Shang during the Warring States period (c. 475 to 221 BC).
