GEBCO: discoverer and year of discovery (en): Discoverer: Philippines survey vessel "Hydrographer Presbitero". Year of discovery: 2010. History: Named after Dr. Angel C. Alcala (1929–2023), a Filipino renowned marine biologist, graduate of Stanford University, USA (MS and Ph.D). He made vast contributions to research in marine biodiversity and conservation. His pioneering work on marine protected areas led to a national policy and program on marine no-take zones, which became a coastal resource management and conservation model adopted by other countries. In the 1970s, he founded the Silliman University Marine Laboratory in Dumaguete. He established the first working no-take marine sanctuary in the country (Sumilon Marine Reserve in Cebu) and the first community-based marine protected area at Apo Island in Dauin, Negros Oriental (which is now showcased as a model coral reef at the Shedd Aquarium in Chicago, USA). Dr. Alcala was also a leading Filipino herpetologist who discovered many new Philippine species of reptiles and amphibians (several of which were named after him). As an academician, he served as President of Silliman University from 1991 to 1992. He then served as the Secretary of the Department of Environment and Natural Resources from 1992 to 1995 where he started a marine conservation program and implemented significant reforms. He later served as the first Chairman of the Commission on Higher Education from 1995 to 1999. As Professor Emeritus, he established the Silliman University Angelo King Center for Research and Environmental Management, promoting community-based, no-take marine reserves in the country. In 1992 he received the Ramon Magsaysay Award for Public Service for his work on MPAs and coral reefs. He was a member of the National Academy of Science and Technology, and in 2014, he was conferred as National Scientist.
