Abstract
    This report presents a summary of the topics discussed at the First GOOS Users' Forum. The objectives of the Forum were to (i) ensure that the design and implementation of the coastal component of GOOS reflects the priorities of national and regional GOOS programmes and the needs of user groups represented by these programmes; (ii) strengthen national and regional GOOS programmes by facilitating the exchange of information on new technologies, approaches and knowledge among participating nations; and promote the global scale implementation of all components of GOOS. Background information on GOOS was provided. Representatives from 17 countries participated and provided presentations on national and regional GOOS activities. The Forum discussed 1) mechanisms to involve user groups in the design, implementation and operation of the coastal ocean observing system; 2) how national and regional priorities could be met by the observing system; and 3) what progresses should be used to enchance capacity. Recommendations to these questions were provided from three breakout groups.
