Abstract
    This report concerns part of the project entitled ‘Salt-water biodiversity indicator system’. The project was implemented by Wageningen IMARES over a period of 3 years (2003-2006). The report provides a basis for a programme that intends to establish a satisfactory and coherent system of indicators, monitoring networks and models for salt-water biodiversity, to support the core tasks of the Netherlands Environmental Assessment Agency (PBL). The report offers a number of overviews, including (1) a survey of previously proposed and in some cases implemented indicator systems, (2) a survey of international treaties and the corresponding (proposed or implemented) indicators, (3) the integration of indicators in national legislation and policy frameworks, (4) a summary of evaluative frameworks for water and nature conservation policies, (5) a survey of operative monitoring networks, (6) a survey of existing models, and (7) a list of user functions and environmental pressure factors. In addition, the report presents a list of indicators that allow as many policy frameworks as possible to be served using existing monitoring networks, thus minimising effort and cost. The set of indicators as a whole also provides a representative overview of the biodiversity status of the Wadden Sea, the North Sea and the Dutch Delta area. The EMIGMA program has been developed to facilitate the presentation and data analysis. This program allows aggregated data to be rapidly accessed and easily updated.
