Abstract
    The third session of the Living Marine Resources Panel of the Global Ocean Observing System (LMR-GOOS-III) was convened in Talcahuano, Chile, 8-11 December 1999. At this session the Panel designated five LMR constributions to the GOOS Initial Observing System, and identified three LMR-GOOS pilot projects. Additional discussions focused on the initial design of the LMR-GOOS Strategic Design Plan, and the Panel approved a preliminary outline. An important element of the session was a Stakeholders' Meeting, intended to collect input on LMR-GOOS from the national and local user communities. A number of Chilean geovernment agencies and private sector interests were represented, and their recommendations are included in the report.
