In 1961, the Intergovernmental Oceanographic Commission of Unesco (IOC) established the International Oceanographic Data and Information Exchange Programme (IODE) with the following purpose: "to enhance marine research, exploitation and development by facilitating the exchange of oceanographic data and information between participating Member States and by meeting the needs of users for data and information products".This external evaluation was programmed in UNESCO's Programme and Budget 2006-2007 (33C/5) with the purpose of assessing the extent to which IODE is archieving its proposed objectives. It was conducted in the period March to September 2007, and took into consideration results from an internal review that was undertaken by IODE in the year 2004.
