Abstract
    UNESCO’s Intergovernmental Oceanographic Commission (IOC) promotes international cooperationand coordinates programmes in marine research, services, observation systems, hazard mitigation,and capacity development in order to understand and effectively manage the resources of the oceanand coastal areas. By applying this knowledge, the Commission aims to improve the governance,management, institutional capacity, and decision-making processes of its Member States with respectto marine resources and climate variability and to foster sustainable development of the marine environment,in particular in developing countries.1. Preventing and reducing the impacts of natural marine hazards, such as tsunamis, stormsurges and sea level rise, through sustained monitoring and warning systems and communityeducation;2. Mitigating the impacts of and adapting to climate change and variability, by increasingscientific understanding, improving climate prediction through observations and process studies,increasing the understanding of the impacts of climate change on the marine environment;3. Safeguarding the health of ocean ecosystems, through promoting UN Regular Process forGlobal reporting and Assessment , Research and monitoring for protection of the marine environment;AND4. Promoting management procedures and policies leading to the sustainability of coastaland ocean environments and resources by enhancing regional cooperation and capacitybuilding,Science for ocean and coastal resource management and Decision-support tools.
